Basic Information
Training and advisory support in the HR area, resulting from changes in the labour market and demographic trends. The project is organised by the Polish Agency for Enterprise Development (PARP). Services are delivered through the Baza Usług Rozwojowych (Development Services Database) via operators.

Project goal
Tools have been developed to help entrepreneurs identify their needs and choose the right training and advisory offer tailored to those needs.
Self-diagnosis is an interactive questionnaire for entrepreneurs, used to assess the need to strengthen competences in human resources policy. It is crucial for the further development of the company in changing socio-economic conditions.
Self-diagnosis report is generated after completing the questionnaire and is required in the recruitment process for the project.
Competency description in the HR area is a document forming the basis for selecting development services, subject to possible periodic updates. You can find it here.
Who is it for?
Micro (excluding self-employed without employees), small, medium, and large entrepreneurs:
• business owners,
• HR staff,
• management staff,
• employees responsible for the company’s HR policy.
Funding rules
Funding can be obtained for training resulting from the self-diagnosis and included in the HR staff competency description.
What is the funding amount?
Up to 80% of the project value, with the remaining 20% paid by the company participating in the project, or 100% if the own contribution is allocated to salaries.
When can applications be submitted?
The first calls for applications were announced by regional operators on 25 March 2024. Applications close on 30 November 2026.
How to get funding?
Step 1.
Fill out the Contact Form so we can get in touch and guide you step by step through the process of preparing documents and submitting your application.
Step 2.
Create an account in the Baza Usług Rozwojowych (Development Services Database) for employees and your company: registration
Step 3.
Assess your company’s needs by completing the HR Competency Self-diagnosis.
Step 4.
Register in the project operator’s system.
Step 5.
Fill in the application with our help! If you need support, our team will guide you through the process step by step.
Step 6.
Submit the electronic application by logging into the Operator’s System.
Step 7.
Wait for the decision and sign the contract with the operator.
Step 8.
Sign up for the training in the BUR using the support ID assigned by the financial operator.
Step 9.
Take part in the training.
Step 10.
Evaluate the training in the BUR – this is a necessary condition for obtaining reimbursement.
Step 11.
Settle the training – upload documents to the operator’s system and receive a refund of incurred costs.
