Basic Information
Training and consulting support in the HR area in response to changes in the labor market and demographics. The project is organized by the Polish Agency for Enterprise Development. Services are delivered via the Development Services Database through selected operators.

Project objective
Tools have been created to help entrepreneurs identify their needs and choose suitable training-and-consulting offers tailored to those needs.
Self-diagnosis is an interactive questionnaire for entrepreneurs to assess needs related to strengthening competencies in the area of people policy. It is crucial for further company growth amid changing socio-economic conditions.
A self-diagnosis report is generated after completing the questionnaire and is required in the project recruitment process.
The Competency Description in HR is a document forming the basis for selecting development services and may be updated periodically. You can find it here.
Who is it for?
Micro (excluding self-employed with no employees), small, medium, and large enterprises:
• business owners,
• HR staff,
• management staff,
• employees responsible for the company’s people policy.
Funding rules
Funding can be granted for courses that result from the self-diagnosis and are included in the HR competency description.
What is the level of support?
Up to 80% of the project value; the remaining 20% is paid by the company participating in the project, or 100% in the case of own contribution allocated to salaries.
When can I apply?
The first calls for applications were announced by regional Operators on 25 March 2024. The call will close on 30 November 2026.
How to apply for funding?
Step 1.
Fill out the Contact Form so we can reach out and guide you step by step through compiling documents and submitting the application.
Step 2.
Create an account in the Development Services Database for your employees and company: registration.
Step 3.
Diagnose your company’s needs by completing the HR Competency Self-diagnosis.
Step 4.
Register in the Operator’s project system.
Step 5.
Complete the application with our assistance! If you need support, our team will guide you through every step.
Step 6.
Submit the electronic application by logging into the Operator’s System.
Step 7.
Wait for the decision and sign the agreement with the Operator.
Step 8.
Enroll in the course in BUR using the support ID assigned by the financial operator.
Step 9.
Take part in the course.
Step 10.
Evaluate the course in BUR — this is required to receive reimbursement.
Step 11.
Settle the course — upload documents to the Operator’s system and receive reimbursement of the incurred costs.
