System Wczesnego Ostrzegania (Early Warning System – Polish SME support program)
Basic Information
The initiative is co-financed by the European Union under the Fundusze Europejskie dla Rozwoju Społecznego (European Funds for Social Development) program, implemented by Operators selected by PARP. The aim of the project is to improve the skills and qualifications of employees of SMEs experiencing temporary difficulties in running their business.
Who is it for?
The program is aimed at micro, small, and medium-sized enterprises (including self-employed) registered in Poland, actively operating for at least 12 months before the project recruitment begins, and facing temporary difficulties.
Employees employed for at least 3 months before the start of recruitment can be delegated to the project.
What is the funding amount?
The amount of support depends on the size of the enterprise:
- Self-employed (no employees): up to PLN 19,298
- Micro and small enterprise: up to PLN 77,192
- Medium enterprise: up to PLN 154,384
What can the funds be used for?
The funds can be used to prepare a company condition diagnosis and carry out development services (training and consulting) via the Baza Usług Rozwojowych (Development Services Database).
How to get funding?
Step 1.

Step 2.
Before joining the project, conduct a self-assessment using the self-diagnostic system: SWO Self-Diagnosis. This will help you assess your company’s condition and identify development needs.
Step 3.
Register yourself and your company in the Baza Usług Rozwojowych (Development Services Database). If you encounter difficulties, the NobleProg team is ready to help!
Step 4.
Prepare the necessary recruitment documents – present the self-diagnosis result, complete the recruitment form, and attach the required annexes. If needed, our experts will assist in their preparation.
Step 5.
After your application is accepted, sign a contract with the Operator.
Step 6.
Together with the advisor assigned by the Operator, prepare a detailed diagnosis indicating the best development path for your company.
Step 7.
Based on the diagnosis, select the appropriate training or consulting services from the NobleProg catalog to help your business grow and overcome challenges.
Step 8.
Before the services can be delivered, the selected training or consulting must be approved by the Operator.
Step 9.
Sign up for the training.
Step 10.
Take part in the selected training and gain new skills!
Step 11.
After completing the course, fill out the evaluation survey in the Baza Usług Rozwojowych – this is a required step to obtain reimbursement.
Step 12.
Settle the funding. After completing the development service, submit the required documents to obtain reimbursement.
